Huoxian County Development Zone

    Huoxian County Development Zone is located at the administrative region of Huoxian County dubbed Small Town of National Boutiques in the southeast of Tongzhou District of Beijing. Huoxian County Development Zone was planned and built in December 2001, covering an area of 4 square kilometers. Relying on its excellent location advantage, complete supporting infrastructure, and efficient and high quality services, the Zone provides the domestic and foreign businessmen with a good environment for investment. Now, the Zone has initially formed an industrial zone dominated by new building materials, new pharmaceuticals, printing, and auto parts and components.
    According to new development plan of Beijing Municipal People’s Government, Tongzhou District will be built into a new town of Beijng as well as a new bright spot
of “Great Beijing”. The northwest area of Beijing will focus on the development of tourism, the southeast area of Beijing is the place where Tongzhou District focuses on the development of urban industry, and the southeast of Tongzhou District, namely Huoxian County Development Zone, will become the top priority of industry in Tongzhou. Therefore, it undoubtedly provides a stable and reliable environment and broad space for the development of enterprises in our zone.

    Geographical location
    Huoxian County is located at the junction of Beijing City, Tianjin City and Hebei Province, adjacent to the First City in the World in the east, 23 kilometers from
Langfang, Hebei in the west, 40 kilometers from Tiananmen Square in the north, 35 kilometers from Capital Airport, 15 kilometers from Beijing-Shenyang Expressway, 70 kilometers from downtown of Tianjin in the south, 100 kilometers from Tianjin Port, and 20 kilometers from Beijing-Tianjin-Tangshan Expressway; Beijing-Tianjin Expressway (103) runs through the Zone and is connected with criss-cross town-level roads in the downtown; Bus No. 938 in the Zone directly leads to the downtown.

    Natural environment
    Situated in temperate zone, the region has a semi-arid, semi-humid monsoon climate, with four distinct seasons. The annual average temperature is 11.3℃, the annual
average rainfall is 640mm, and the annual average humidity is 61%. Development Zone is located in the front edge of Yongding River Alluvial Plain, with flat terrain and stable geological structure.

    Infrastructure
    The infrastructure of Industrial Zone is planned and designed by “ten-accesses and one-leveling”. Currently, the infrastructure of the Zone has reached the
“seven- accesses and one-leveling” standard:
    Road: Regional roads are flat and distributed in a mesh shape.
    Water supply: Regional daily water supply capacity is 50,000 cubic meters, realizing networked water supply.
    Drainage: A high standard rain and sewage drainage pipe system has been laid.
    Electricity: One 35,000 KVA substation.
    Supply of Heat: Two sets of 10 tons industrial steam boilers for central heating and central gas supply.
    Communications: 10,000 gates telephones bureau has been set in the zone.
    Broadband: Broadband network has been accessed into the zone.
    Land: The Land is flat and smooth without demolition tasks.

    Service system
    The Zone protects the interests of investors in our zone with complete management and quality services; the investment enterprises in our zone can enjoy the
provided “one-stop” services and long-term services.
    The Zone is provided with complete fully functional facilities, including kindergartens, primary and secondary schools (boarding services available in the primary
schools), hospitals, hotels, banks, post offices, leisure and entertainment venues, and so on, thereby providing investors with a superior integrated development environment.

    Institutions and facilities
    The Administrative Committee of Development Zone has a general office, an investment department, a planning and engineering department, a land acquisition
department, a property department, and a property management department, providing a full chain of services for the enterprises.

    Preferential policy:
    1. The land is shared by the enterprises as a resource; the Zone provides perfect infrastructure and affordable land resources for its enterprises.
    2. The enterprises investing in building factories and registered in the Zone will enjoy the “one-stop” services provided by the Zone;
    3. The production-oriented foreign-invested enterprises running for more than 10 years from its incorporation will enjoy the preferential policy of “two exemptions
and three halves” from the date of profit making;
    4. The certified transfer project of high-tech achievements will enjoy the special financial support for the local revenue part of business tax and VAT within 3
years from the date of certification and be exempted from half of local revenue part in the 4th and 5th years;
    5. The enterprises having their taxes registered in the Zone but not building factories in the Zone will be given reward according to their tax payments;
    6. In the case of lease or buyout of an existing enterprise or enterprises, or reorganization of an enterprise or enterprises, the preferential policies on rental
price and other aspects will be given depending on its amount of investment, scale, and technology content;
    7. The units, individuals or key executives investing in establishing an entity in the Zone may apply for urban registered permanent residence in accordance with
the relevant provisions;
    8. Units or individuals who introduce development project funds can be rewarded according to relevant provisions of Management Committee.

    Entered enterprises:
    Relying on a good investment environment, Huoxian County Development Zone has attracted many customers to come here for investigation and negotiations, and has now
29 enterprises entered. Its large enterprises include Hainan Jinxiudadi Biological Engineering Co., Ltd., Shenyang Huade Group, Beijing Aidetian Iron Cabinet Manufacturing Co. Ltd.; its foreign enterprises include Beijing Shijin Automotive Parts Co., Ltd. and Beijing Xinyou Building Material Co. Ltd.; its high-tech industries include Beijing Junhe Pharmaceutical Co., Ltd. and Beijing Chunlizhengda Science & Technology Development Co., Ltd.
